Governance Redesign

In 2017, Indianapolis created a blueprint to connect every individual experiencing homelessness with the housing and care they need.

To execute that vision, the community needed to build leadership, organizational capacity, and functional alignment in their homelessness response system. Clutch worked with CoC Governance Committee and CHIP Indianapolis, the lead agency of the Indianapolis Continuum of Care, on a governance redesign to create the organizational infrastructure needed to take the Blueprint off the page and into a robust, efficient system of care.

Continuum of Care Board

Clutch helped the community reshape their CoC board, recruiting high level leaders of key organizations in the sector like housing authorities and philanthropy. They also included people of various backgrounds and with lived experience to action equity.

Workgroups to Implement Blueprint

Clutch created a workgroup structure that empowers lived experience and provider expertise to drive policy and program implementation from the frontline.

Collective Impact Backbone Organization

Leveraging change management techniques, Clutch helped the CHIP Indianapolis transform into a project management organization to accelerate and amplify workgroup impact.

“In 2019, CHIP worked with Clutch Consulting to restructure and position the Indianapolis CoC to advance the goals and strategies in the Indianapolis Community Plan to End Homelessness.
