Clutch created a coordinated outreach strategy for Boston that helped the city house a population that they had previously not been able to serve.
In 2021, unsheltered homelessness was growing in Boston at an unprecedented rate. Many of the people living outside were extremely vulnerable; service providers had not been able to successfully engage them in utilizing shelter resources. At the same time, increased federal resources for housing were becoming available to cities through the American Rescue Plan Act. The City of Boston engaged Clutch to create a coordinated outreach strategy to align distinct organizations’ engagement practices to effectively use expanded funding and house a population that the city had previously not been able to serve.
