A Case Study

Clutch partnered with Dallas and Collin Counties to totally transform their homelessness response system. After just four years of work together, the community has housed more than 10,000 people and decreased homelessness by 19%.

Beginning in spring 2020, Clutch led a comprehensive redesign of the region’s homeless response system, as the community was seeing record increases in homelessness. Clutch guided the formation of new high-level strategy and goals; developed system leadership and the network of organizations dedicated to rehousing and diversion; and managed the change process necessary for a complete transformation.

Community Planning for Implementation

In partnership with a funding collaborative led by the Meadows Foundation, Clutch facilitated a rapid process to bring community stakeholders together to prepare a vision for their system

Strategy 2:

Scaling the Lead Agency

Clutch guided the growth of the lead agency, Housing Forward North Texas, to scale its ability to lead, project manage, and administer public and private resources.

Strategy 3:

Governance

Formed in early 2021, Clutch steered the creation of a new Continuum of Care board for the system. The CoC board evolved from representing primarily local services providers to include major sector leaders that brought resources and capacity to the table.

Strategy 4:

Program Innovation

Clutch set up workgroups of program managers to transform coordinated entry, encampment response, diversion programs, coordinated outreach, permanent supportive housing, and unit acquisition work. System leaders support work group success by leveraging resources, removing barriers, and securing enduring community and political support.

Strategy 5:

Organizational Alignment

Clutch created additional organizational structures to improve communication and collaboration in the system for key stakeholders including system leaders, service provider leadership, and marketing and communications staff.

Resources

To drive alignment of public and private resources, Clutch strategically shaped system goals around achievable initiatives that would demonstrate success, aid in securing private and public funds, and build good will in the community.

House 2,700 individuals in 2 years

Funding: City and County ARPA Funding, Housing Authority Resources, and $10M in Philanthropic Dollars

Initiative 2:

House 6,000 people experiencing homelessness

(2023-2024)

Funding: $3M in private funds, improved performance allowed All Neighbors Coalition to receive a 20% increase in the community’s annual federal allocation from HUD, and $22.8M of unsheltered funding award from HUD
Achieved: 2024

Initiative 3:

Decrease unsheltered homelessness by 50% by 2026

Funding: a $30M initiative with $10M federal dollars, $10M from City and County, and $10 from philanthropy
